Authentic child welfare transformation requires untangling poverty from neglect, which is how domestic violence is most often reported to, and accepted by, child welfare. “Failure to protect” and similar findings additionally obscure the complex connections between violence and poverty. In this important policy brief, Chapin Hall presents substantial evidence that building economic and concrete supports is critical to prevention and intervention efforts, and offers four core strategies to increase the potential of such supports.
